Kōs Qüeö Med (/koːs/ /q˔o˞/ [immune] [summer]) is a temperate Large City located in the Yabetheashe County of the Viceroyalty of Rosid.

The name Kōs Qüeö Med is derived from the Wood Elvish language, as Kōs Qüeö Med was founded by Cecil Shuzoreth, who was culturaly Wood Elven.

Climate

Kōs Qüeö Med has a yearly average temperature of 7°C (44°F), with its average temperature during the summer being an icy 25°C (77°F) and its average temperature during the winter being a cold -10°C (14°F). Kōs Qüeö Med receives an average of 149 cm/y (58 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. Kōs Qüeö Med covers an area of nearly 431 km2 (172 mi2), and an average elevation of 5040 m (16535 ft) above sea level.

Overview

Kōs Qüeö Med was founded durring the early 13th century in summer of the year 1208, by Cecil Shuzoreth. The establishment of Kōs Qüeö Med was somewhat plagued by a lack of willing colonists, leading to Cecil Shuzoreth electing to pay people to resettle in Kōs Qüeö Med.

Kōs Qüeö Med was built using the conventions of Wood Elven durring the early 13th century. Naturaly, all settlmentss have their own look to them, and Kōs Qüeö Med is no diffrent. The city's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.

Kōs Qüeö Med is buildings folow an organic layout of spacious flagstone streets whihch gives the city a shape simmilar to a tree, if one views its streets from above. The city is the proud owner of a thick set of fortified walls fashioned from querried stone blocks. While not up to snuff for a fort or castle wall, the city's walls are naturaly much larger than those of forts or castles. Therefore, the construction such a wall is most expencive. Kōs Qüeö Med's buget focused wall would serve its community well in battle in spite of looking unimpressive compared to castles and fortresses. Astonishigly, the top tier civilian fortifications are in pristine condishion, as if they had just been finished before you laied eyes upon them.

A look around Kōs Qüeö Med is like looking into a university’s plaza on the day before an exam. People rush about to-and-fro. Discarded scrolls and quills are dotted around city. In spite of many locals discussing academic topics, there’s little sign of any organized groups for any of that talk. Infact, the city seems disordered in general with everything scattered helter skelter about.

Civic Infrastructure

Kōs Qüeö Med possesses a city-wide Aethary Link which provides Aethary access anywhere within its metropolitan. This allows citizens who can afford the relevant devices access in their places of work, and rarely homes.

Kōs Qüeö Med has an animal control department which works to enforce local ordinances relating to the control, impoundment, and disposition of animals.

Kōs Qüeö Med has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Kōs Qüeö Med. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Kōs Qüeö Med's parks.

Kōs Qüeö Med has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Kōs Qüeö Med.

They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Kōs Qüeö Med's natural decorations nor waterways.

Kōs Qüeö Med has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.

Kōs Qüeö Med has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Kōs Qüeö Med has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Kōs Qüeö Med is home to a University which provides higher education in a variety of fields, and also serves as a research institute for those same fields.

Cultural Notes

Kōs Qüeö Med's town hall was built using a different architectural style from the rest of the town. The style used is characterized by dynamic designs and complex architectural plan forms; intended to heighten feelings of motion and sensuality, and frequently based on the oval. It made extensive and extreme use of: Grandeur, Contrast, Curves and twists, Rich surface treatments, Gilded statuary, Bright colors, Vividly painted ceilings, Fragmented or deliberately incomplete elements, Large-scale frescoes, Dramatic central projections on an external facade, the use of plaster, stucco, or marble finishing, Illusory effects such as trompe l’oeil, and pear-shaped domes. While beloved by the nobility, the common folk tended to despise the style due to the massive consumption of resources required for even a small building constructed in this style.

In Kōs Qüeö Med every night at precisely midnight every structure in town is engulfed by sailors fire until the end of the witching hour.

The Fetch near Kōs Qüeö Med are known to be almost tame, such that they can be put to domestic use.

Kōs Qüeö Med's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves drinking to channel Summoning energies of tier 1 via guttural bellowing.

The plague might be the product of an ancient curse, the results of long lost toxic remains, or an unavoidable byproduct of whatever industry or purpose justifies the city. It’s probably not overly contagious, but visitors may be in some peril all the same.

The roads leading into Kōs Qüeö Med possess a great number of switchbacks. While designed for defense, they mostly wind up pissing everyone trying to take goods to town right the hell off.

In time immemorial, reportedly some time during the late 2nd century an unusualy harsh winter spawned a deadly blizard to Kōs Qüeö Med. The ice, snow, and wind killed 299 people, 263 livestock, and destroyed 49. The event is remembered as Damnation's Breath.
